THE U.S. SUPREME COURT WILL HEAR ARGUMENTS TODAY IN A LANDMARK GUN-CONTROL CASE ON WHETHER CITIES AND STATES HAVE THE RIGHT TO BAN HANDGUNS. The case challenges Chicago's decades-old city-wide ban on possessing a handgun. A similar handgun band in Washington D.C. was struck down by the High Court in 2008. The justices declared that the Second Amendment protects a right of individuals to have commonly available firearms -- including handguns -- in their home for self defense.
That decision applied to the federal government and to federal territories such as the District of Columbia.
